Over the Irrawaddy. Chuck Bragg writes: "it's a harrier, and if you took it on the same day as we four went birding [at Inle Lake -- but this was later, on the Irrawaddy], it would be a Eurasian Marsh Harrier. If not that day, the other possibility would be Hen Harrier, but they are difficult to tell apart in that plumage. I can't do it."
