Dry Plant in Low Grasslands

Probably a member of the carrot family. Is this poisonous Water Hemlock (Cicuta douglasii) or edible Cow Parsnip (Heracleum maximum, named after Heracles AKA Hercules, who used it for medicine) -- or something else? My guess is Water Hemlock. 9/21/2023, 7:51 am. Moist morning.
