Blossoming California Buckeye (Aesculus californica)

Blossoming California Buckeye (Aesculus californica)

What is the difference between the flower at the tip and the others? Different gender?? Both have stamens and anthers, I assume both contain pollen, so do both flowers have male attributes? It is hard to see the stigma or the female parts. Note: each flower spike might produce one or a very few mature seeds: not all of the mass of flowers lower on the spike will produce a seed!
