Bugs on Tidy Tips Flower (Layia platyglossa)

Jack Owicki writes: "The insects on the Tidy Tips are some sort of true bug (Order Hemiptera, Suborder Heteroptera). Hard to tell which one from a photo, but maybe in the Seed Bug family (Lygaeidae, though I think the taxonomic splitters have been at work on that family). Going way out on a limb, possibly something in the genus Neortholomus; here's a close but not exact match:
