Some birds hover in the air, beating their wings, not moving at all with respect to the ground. Hunting. I think they can sense movement of prey on the ground more easily, if they are still in the air. And, certainly with kites, I think that a stationary object does not trigger the flight response in the prey.

In addition to white-tailed kites, other birds also hover or kite. Here are two: a kestrel and a (fish hawk?). The latter caught a large fish!
