Red-tailed Hawks in Valley Oak -- View of Tail

Later we will see a strange white patch on the top of the head of both these hawks. I include poorly-focused images; these may help the ID as well. From Road F, near Trail 17 (the trail from Goya Gate), just before we get to the Phainopepla Tree.

I wonder: could this be a stain? Perhaps they both stuck their heads into something white?? It certainly looked like real white feathers, not a surface stain. A mystery.
